Yes, there´s indeed almost full employment right now for the IT workforce. Companies snap capable people from their competitor´s hands. But things are improving, the government is subsidizing 100% of the cost of IT scholarships, with deals with Sun Microsystems, IBM, Oracle, and Microsoft.

Some of these companies are taking freshmen from college and training them in-house. And there´s also a private sector effort to promote IT related careers.

Yes, India are mass-producers. But do they innovate?. Or are they sweatshops?.

Argentina has an angle to succeed, like it succeeds in the advertising industry and cinema: through creativite rather than raw output measurements...
